Regarding the P1 length: As Arunas pointed out, you can mostly ignore it - it's set to the maximum length of 900minutes in order to allow people to join in earlier or even do a lap or two a day before the event. This way, there's a lot of time to do so and the server won't automatically cycle through the subsequent sessions :)
 
Well, here's the good news, there's a guide out there for that - LINK.
Additionally, in case you need a quick solution and/or find yourself out of luck with your own creation there's the RD setup forum over here - while you won't find the setup for every car on every track, there'll be more than enough to find a base to work on - I'd say Spa, Nürburgingring and Brands Hatch might be good stops for a base setup for Watkins Glen.
Personally, I'm almost always driving a variation of my personal base setup in the WTCC/STCC2 & Mini races while I tend to try "3rd party setups" for other events (RWD cars in specific :D).
As far as the WTCC/STCC2 cars go, here's what I'd say could be a good start - bear in mind, this worked for me when first setting up "new" touring cars that I don't have a setup for, might be horrible for you.

Order: descending importance/priority; ascending "might leave it out" - plus, you should try each change :)

- load SimBin default setup (not the "default" default one ;), if there isn't one, take one from an official track, they're all the same as far as I can tell)
- adjust gears for the track (see guide mentioned above)
- decrease values: front camber -0.3-0.6 / rear camber -0.1-0.4
- adjust tyre pressure for matching temps (see guide mentioned above)
- decrease rear wing: 2 clicks
- increase anti-roll-bar (front): 1 or 2 clicks, decrease anti-roll-bar (rear): 2 clicks
- increase caster (front): 1 or 2 clicks
- increase toe-in (front): 1 or 2 clicks; decrease toe-in (rear): 1 or 2 clicks
- decrease fast bump/rebound (both): 1 or 2 clicks

btw, you might wanna edit out that lap time, we're not posting lap times pre-event in order to not scare away people thinking they might be too slow (they won't, thanks to our wide range of speed-levels :))

Today's event will have qualifying as Superpole. Superpole means you get one chance for a fast lap. You get an outlap from the pit and one flying lap that is timed then one lap for cool down that is not timed. No one else will appear on screen during your laps and a view of timing will not be available until you have completed your laps.
 
What's up with the Vauxhall ?
Can I use any other WTCC from either 06 or 07?
Yeah, the Vauxhall's excluded as it was added via an addon pack and, as far as I know, isn't quite on par with the rest of the pack quality-wise. Everything else is in there and available :)

about fuel at qualify. Can I adjust fuel for example for 5 laps?
Sure thing! Actually, we're running superpole in the WTCC/STCC2 events - that means you get out of pits, have a warmup lap and then it's one hotlap only - so you might even want to adjust it to 2 laps (+1 ltr) for this one :)
