What are people using to convert the .vcr video recording to mp4. I can't seem to find .vcr mentioned in any converter.

The VCR file isn't just a video file, it's more like the actual data of everything that happens in the race. When you load a replay in-game, it renders the race again (which is why you are able change camera angles, etc.). You'll have to use some sort of screen recording software to record it. If you're on Windows 10, the built-in Xbox app can do this.

Xbox app is good but you can only record with 30fps...

I mostly use Shadowplay or Afterburner with Magic YUV Codec...

For me shadowplay stutters allot and sometimes audio is not synced, I have 980 and plenty of vram, ddr don't know why... In Sony I make video 60fps and full hd
