what would it take me to get a Vaillante Gil from the new Michel Vaillant comic for Race 07?

I know that there is a Skin out there for the Chevrolet Cruze that Alan Menu used in Portimao but I'm looking for a whole mod with the new car.
Is that possible for Race 07? What would I need to learn to do it myself? What would it take for someone who already did some mods to do this?
