MGP13 rider amount

Is it possible to let all the riders participate, there are only 20 riders participating in my career and 13 of them just don't start.. I cannot find any option to change this ? Is this possible, it's the pc version!

In moto3 there is only 19 drivers available, for others you need DLC, in motoGP all 24 drivers can be unlocked(I think) and in moto2 I saw 26 drivers unlocked(not sure if more can be without DLC). About DLC, don't ask me.

I know that in moto3 there are 33 riders in the game, only 13 of them don't drive.. so it must be possible for them to start driving.. IRL there are also 33 riders so it they should go to the track..
I will try the unlock mod, maybe that helps..
Otherwise it's quite retarted if you ask me!

It's not a mod, it's an official DLC; the other riders (Folger, Oettl and the others) aren't really in the game.
