Some mods not appearing in sidebar in-game

Ok, please don't click off - I need some specific help here. I've already tried many, possible solutions to this problem. Any input is appreciated.

Win7 Pro 64bit
Assetto Corsa v. 1.16
AC Content Manager 0.8.1715.34285 (problem existed before I started using it)
AC and all other steam games are installed on my G drive (G:\SteamLibrary\steamapps\etc)

Right, for a long as I've had Assetto Corsa, most mods that I've installed haven't appeared in the sidebar,including ptracker, any of the F1 HUD mods, TheCrewChief, OSRW Race Admin, and prunn's ACTV mod. The only two mods I have ever gotten to work are FFBClip and Helicorsa. This is mainly why I'm posting here; why are only select mods working? This, more than anything, confuses me the most. I've tried the following:
  • Un/reinstall mod
  • Ensured mod is checked in general settings (they all appear there)
  • Enable Dev Apps
  • Un/reinstall both 64bit and 32bit Python
  • Copy over my friend's AC python folder
  • Perform integrity check on AC
  • Force AC update
  • Un/reinstall Assetto Corsa
I really just don't know where to go anymore. I have a feeling it's a python issue or *gulp* a windows issue. If anyone at all has any inkling of any idea of a solution, please please please reply below. It could be the smallest thing that I'm missing.

Go to your Documents/Assetto Corsa/cfg folder
Open the python.ini file with notepad

have a look just to be sure you have those kind of lines:

[CREWCHIEFEX]
ACTIVE=1

or

[OSRW_RACEADMIN]
ACTIVE=0

and so on for your own installed apps

If ACTIVE=1 ... the app is active and will appear in the right menu on track
If ACTIVE=0 ... the app is not active and will not appear there

Steam and AC are on my D:/ drive .... but also my Documents/ and no problem with any app.
They appear in this python.ini file and they all appear in game and game menu when active.
