Steam connection problem - Can't play at all

I'm trying to race offline (as always). Since this evening, every time I try to launch a race (from CM) I get a Steam dialogue box telling me there's a connection problem 'check your connection' and the race launching cancels.

I've tried changing the Game starter (in Settings>Content Manager >Drive). Didn't help

My PC's connection to internet is good.

This https://store.steampowered.com/stats/ may show a problem with Steam. But why can't I just play without being connected to Steam. I don't care about eing connected to Steam.

Any help would be much appreciated. I wanted to have myself a 2018 F1 race.

EDIT: it's better now.

But I don't understand why i should have to be connected to Steam to play.
