Wheel & Pedals detected in Windows but not games

I've been trying to get my rig working again for the past few hours without any luck.

I have a T300RS wheel, TH8A shifter and Fanatec CSL Elite pedals. All worked fine before but I had to pack my sim gear up for a couple of months. Now I've installed everything again, it all works fine in Windows, it's all detected, buttons register in the Gamepad control panel but it just doesn't work in games.

I've tried Dirt Rally 2 - Figured it was just a bug so tried rFactor 2 but that didn't detect it either, Just finished redownloading Project Cars 2 and still have the same issue.

Anyone have any ideas? Running Windows 10 1903.

Things I've tried:
- Connected all 3 devices to USB3
- Connected all 3 devices to USB2
- Removed NVidia GeForce Experience
- Updated all Firmware and Drivers
- Rebooted endless times
- Unticked all the options in Steam Controller configuration
 
Got it all working again. Had disconnect everything, put the wheel in to recovery mode and update the firmware again. Then PCars detected it. Plugged in the shifter, started PCars and set that up, then plugged in the pedals, started pcars and set that up. All working perfectly.
