To be included in the ranking you need to register on this website:

As for when the Paul Ricard event begins, the regulations for the SILVER class state (https://sro-esport.com/regulations/):
"The Special Event Leaderboard will be opened for two weeks before the last Monday before the Round’s weekend (and may be subject to change)"
Now, as the Paul Ricard race weekend starts on May 31 (Friday), 2 weeks before that week's Monday is Monday, May 13. That could be the start date, unless they change their minds. You will need to check this and the official website to see when they decide to set the starting date.

I have no idea why you did not appear. The first thing that comes to mind is that the Steam ID you input was not correct. In which case maybe the best option for you is to delete the account, check that you have your correct Steam ID, then create a new account.
The other thing that comes to mind is that you did not record your time within the deadlines.
