Why are there no crowds in modded tracks?

I've downloaded many F1 tracks and none of them have any crowds. They are ghost towns.

Is there something I'm doing wrong or were crowds not built into the mod? Overall the mods are built terrific so I'm surprised they couldn't add crowds.

It's up to the mod creators if there are crowds or not, some have them, some don't. Don't think there's anything you can do about it on your end.

Because crowds require a minimum amount of effort and skill to be put into the skill, and pretty much everyone who makes F1 conversions puts in no effort

I'm working on my tracks if you care to pay any attention to the modding forum. If you are interested in adding crowds to F1 tracks go read up, it's really not that hard
