New diesel tachometer and shifting fixes by fellow member:

The dash has a diesel tachometer.
He also changed the shifting behavior to be more like the diesel.

Updated boost and power.lut for stage 4

Apologies, I had the stage 4 boost a bit low, had to recalculate the power.lut and engine.ini with this update.
