Added chance setting | Multiple moose can run on extended route

# modified how extended routes are picked. Now multiple moose can run on the same route at the same time.
# implemented chance logic to randomize route.
New Setting "Extended Route Chance" => at 0% moose will only run stock routes. at 100% moose will only run extended routes. default => 15.8
