put the mas file into your rF2 directory :
\Steam\steamapps\common\rFactor 2\Installed\Vehicles\Porsche_991RSR_GTE_2017\3.15

for the glowing number, you need to adjust the region color DDS.
personally i use the green color and set the color in the .json file in the green color section. you can open and see in my skinned car how i do make ;)
