Reworked UI, rFDynHUD, SpotterAddon

Sorry about the earlier version causing problems with 2 out of 50 people who downloaded it. I have recompiled ONLY necessary files. If you are unhappy with it, simply remove it. No need for negative or ungrateful remarks. :O_o:

Change log:
Removed unnecessary Game files
Added missing Track Textures
Added slight different Vehicle Icon for Damage Widget
Added Steering Wheel Range in UI under Rates Tab
