Anyone know a none-racing game that is a driving simulator?

I think there are none. Nobody would buy it. Or at least the risk would be too high to invest enough money to make it good.
It's a shame since I am searching for it too!
There are nice "traffic AI mods" for assetto corsa. But still not a City, just country roads..

Why can they not just release a beta early access one and see what kind of support they get?

Only thing I really need would be a Test Drive Unlimited with decent physics. Would make me very very happy

Nope that is more of a crashing physics sim - you do not get cities full of other cars driving around etc.

I've seen a good deal of mods for Euro Truck Simulator 2 that replace the truck with a car and let you cruise around freely. Might be worth giving the workshop of that a look.
