Better performance when Oculus Tray Tool is loaded

My PC is struggling to keep the 80 fps with Oculus Rift S, specially with the latest CPS. Testing with the same track and with no other cars, sometimes the fps counter shows 80, sometimes it drops to 40, sometimes it's always 40, sometimes I run a lap and it's 80 and on the next lap it's 40. So, I guess it's on the limit. Strangely, no matter what I tweak in the game, the performance is not improved. The only solution is to disable CPS. However, today I launched the Oculus Tray Tool and, to my surprise, the 80 fps were consistent all the time. Maybe because the option called Default AWS mode is set to Off? Or maybe this utility is doing something else to improve the performance?
 
My one is set to always on, bit of an old PC at this point but still running at 4.7Ghz/16Gb ram/1070Ti.
It's usually around 40fps, and yes sometimes it hits 75.
I'll test this out as well, see what happens.
