really we should restrict it by torque not hp. say 150-200 Nm torque max?

Under 100 hp per ton would be enough for a real car, but on the other hand this is "Racer".. Slow cars aren't that much fun to drive.
Limiting power would make more sense to me. A diesel and petrol with the same power would have similar performace, even though the diesel could have much more torque.

I'd describe it more as a sports car. I know it has supercar speed but so does a Lotus Elise/Exige, and it has a, what? - 2.0L engine?
