Assetto Corsa has the Content Manager which is part of the appeal, is there an equivalent for rF1 as the files and folders put together looks like an unorganized mess plus I have numerous duplicate tracks which I'm spending too much time trying to sort out.

If you have multiple installs, just point the tracks directory in each installation, to a single Locations folder.
What about car packs - example, the class/tags in the Historix mod are a total mess and is in a desperate need of fixing and it's time-consuming to fix them individually. I spent more hours fixing the skins than playing which is why I need a mass-editor like Content Manager.
