Does a team need two drivers?

I am interested in creating a team in Pro League, Does the team need two drivers? I couldnt find anything saying so on the guides etc

I think there was someone on a Disagree rampage. I even was a victim to it.
@Rando Tamm seems to dislike a top driver from last season joining the a leauge prep race maybe fear?!
