Force Feedback Issues

I was wondering if anyone help shed any light on a bizarre issue with my FFB that I've had for some time now. Basically, the steering is very heavy and the wheel tends to follow the road a lot more than it should, hard to describe but it doesn't feel as "elastic" as it should be. I tend to suffer from understeer as a result and find it hard to catch the slides. The strange thing about this issue is that it has plagued me since before I got my current wheel and is present on every game. So it doesn't seem to be specific to any wheel, or game! In Assetto Corsa there's the added hindrance of a sort of "scraping" sensation being transmitted via the vibrations of the wheel. What's more, this issue seemed to have fixed itself and was fine for a few months- I was even finishing in the top four in ACC when with this issue it would be more like finishing 14-15th in the race and maybe 17th in quali! Today it seems to have returned, anyone have the faintest idea what might be causing it? Cheers.
