How extract and also create eng files

so i recently installed the czech plugin and have been messing around with things. and i want to have a go at making a sound mod. I know how to make wav files but i can't find anything on google about how to extract wav files from the eng files or how to create eng files(grouping all the wavs together). Is there any software i need to do this?
