Unzip this folder into your "GTL\GameData\Locations\ Folder".
Unfortunately there are no night lights.
No longer requires the GTR2 Shared files patch

Thanks to N2LO for converting this track from rFactor to GTR2, and for allowing me to convert it to GTL.
