I drove a 1:09:738 with this setup in Brazil ( Dry conditions ). The setup works quiet good for me but I lose a lot in S3 which I screwed up every time.

It's the same setup which i used in Austria. I only changes the frontwing to 1 for more topspeed. The turn in and corner grip is good enough with the merc
Did a 1.10,160 in a offline practice session. I'm pretty sure that a mit 09 is possible.

My advice: change the balast to 9 or 10.
Sometimes the rear was a bit lose and i missed traction in T1 and T8
