As sketchy as that Japanese page looks (I have adblocker, so have never seen the contents), at the very top of the page you’ll see a hyperlink that reads ‘クリックするとリンク先にアクセスします‘, which effectively translates to ‘click to access the link’. That will take you to the proper download.
