Placing an OBJECT on a OBJECT

Is this possible? I have made a pavement by reshaping a wall. I now want to place a fence on this pavement but when I try the fence Sinks into the pavement. I understand an object is to sit on the Terrain or Road but how can you place an object on a object.

I don't know if this works also with your example. but maybe you could select the fence and lift it with the combination of your mouse and the key "y" and place it on the pavement. Uncheck in properties the option "grounded"

why don't you just find a cross section with a wall and a fence then reshape it by flattening the wall part of it down into the shape of a pavement it's then just a question of re-texturing the cross section with your pavement textures.Checkout piddy's how to vid below
