Purchase advice: First setup (budget ~950€)

Hello everybody,

I am a real newcomer in the field of Simracing and have almost no experience with the corresponding hardware.
I want to play mainly Dirt Rally with it.
Important criteria for me are quality and durability.
I don't need a gear shift for the time being. Therefore a clutch pedal is not absolutely necessary.
On the basis of my budget, I have picked out two examples that actually look very promising.
  1. Fanatec Xbox One Competition Pack (~700€)
  2. Thrustmaster TS-PC Racer Ferrari 488 Challenge Edition + Thrustmaster T3PA – Pro (together for ~770€)
Furthermore I would buy a handbrake and thought of the Fanatec ClubSport handbrake V1.5 + holder for about 190€.

Which of the two sets would you recommend to me? Or are there even better configurations for the money?
Are there any useful alternatives to the handbrake which are roughly in the price range?
