Super V8 and Dedi server

When setting up a dedi server with the Super V8 it limits the max drivers to 19. Why is this as with other cars I can max it out to 34.

Look in multiplayer ini file set this to 1 Lessen Restrictions="1" // Allows careful users to test the limits
then set custom in connection type drag it to max upload and download now u can set how many cars u wanna have max is 104 in lobby server allow 103
