might want to check your mirror file. you have two named the same thing which causes issues.

The problem with your topspeed values is that they are from practice/qualifying, where the additional front winglets and the small covers above the tyres where not installed. However this mod represents the version of the race, where these were installed to get more front downforce in exchange for less topspeed and overall slower lap times.
Also your torque values are over the moon, 940nm at 3750rpm is way too high.
