Hallo, funktioniert es mit der Version 1.10?

It works, but brings the old characteristics into gameplay. So all my car mods need to be updated. I'll try to find time and energy to do that.

I would just like to improve the TC in the rain, I changed in the file only the parameters that had ''wet", however, it still keeps slide too much on the acceleration, even with the TC at maximum. Do I have to change all the mod parameters for this?

Use braking assist on "low". This gives much more stability in wet and dry conditions.

Then try to copy <F1Assists> section from F1 2017 or 2018. (download any of car mods for 2017/18 and copy from there)

No. It's side effect of ATC settings from F1 2018.

Yes, if you make a new mod - change properties of wet and intermediate tyres in the tyrecompounds.erp file.
