Here is how I think the safety car start rules should read.
1- The lead car is the safety car, controlling the speed & should circulate at a safe constant speed (between 100 & 150km/h)
2- Lead car controls the restart and may start accelerating once he starts crossing grid positions on track.
3- Cars must not pass before they have crossed the start/finish line
4- if a car spins off the track on the safety car lap then do not stop to let him rejoin.
This lap is officially part of the race so if you spin then you must treat it like any other lap. You rejoin the track only when it is safe to do so & continue in the position in which you rejoin.
5-Most incidents between you & the car in front will result in the driver behind being held responsible, so if you are in front try to keep an eye on your mirrors. If you are behind watch intently to see when cars ahead are braking.
Edit: Added... Do not accelerate until the car in front of you does.
