Misc RainFX config for Bernese Alps v 0.8

Paul Murphy submitted a new resource:

RainFX config for Bernese Alps - RainFX config to use in conjunction with Ilja's Patreon version of the Custom Shaders Patch.

This is a monster of a location in terms of assets, so I concentrated more on the driving surfaces. I may come back to it when I figure out how to add stream point and stream edge values (to render water falling from edges).

Installation instructions are within the text file.
